Who is Afraid of Investment Screening? International Impact of the Czech Regulation

we would like to cordially invite you to an expert debate aimed at stakeholders titled Who is afraid of investment screening? International impact of the new Czech regulation, followed by a discussion with the audience. The event will be held in English language. The event is organized by the Association for International Affairs and will be held on December 10, 2019, 9:30-11 am at Sněmovní 7 (Sněmovní 7, Prague 1).
Based on the EU foreign investment screening regulation which came into force on April 10, 2019, the Czech Republic started drafting its own legislation enabling it to screen and, if necessary, block investments from non-EU countries. The legislative process culminated with the first draft which was sent to the review to the Legislative Council of the Government of the Czech Republic. The amended draft is expected to be presented by the Government to the Parliament of the Czech Republic in spring 2020.
Despite the legislation having a potential impact on influx of investments to the country, the issue has not yet attracted much attention from the media, business community, foreign investors, experts or general public. How will the legislation affect investment from non-EU countries? How will the screening of foreign investment look like in particular areas, such as biotechnology, telecommunications or media? Could the Czech investment screening mechanism serve as an inspiration for other EU member states which so far have not introduced screening?

The debate will be moderated by Ivana Karásková, AMO Research Fellow and founder of ChinfluenCE project, who specializes in investment screening and China’s influence.
